The CIA had -- has? -- plans to rig the elections in Iraq.
Obviously, if a fair vote took place, someone we don't like -- an Islamic fundamentalist, perhaps even Zarqawi -- would take power.

Democracy is a fine thing (the neocons seem to think) as long as the wrong people don't achieve power.
