The CIA likes dogs

Okay, this is cute. But seriously -- or semi-seriously -- is it legal for these dogs to be loaned out to local police forces? The National Security Act of 1947 forbids the Agency from operating domestically and grants "no police or law enforcement functions, either at home or abroad."

Not that I have anything against puppies. But, hey, the Act is the Act. Why would you even have a K9 unit in the first place except to fulfill some sort of police function?

''The National Security Act of 1947 forbids the Agency from operating domestically and grants "no police or law enforcement functions, either at home or abroad."'' - I wish this is still true but I was under the impression that the Patriot Act etc. overturned the CIA's obligation to only terrorize foreigners and after 9/11 they were given the green light to terrorize us as well on American soil.
On the other hand I believe the Patriot Act was surprisingly not renewed by the Republican majority now in Congress. To sum up - I'm very confused.......
