One problem with this concept is the "aggressor" being subdued may not understand what is going on, and therefore the inflictor of the beam may keep it on the person for too long.
I think stinky, sticky, paintball technology is the answer.
I'm thinking one of those big giant shredders tree trimmers haul behind their trucks. That'll show those miscreants trying to exercise their First amendment rights.
I think 60 Minutes or one of those programs did a segment on this technology, a few months ago. The military was testing it on a group of benign looking protesters holding signs like "world peace" and "stop the bombs". I hope this is not what the future holds for myself and my friends.
