Personally, I think this image is kind of tacky. (Spread it around; people ought to see this.)
I'd like to suggest a few tag lines:

That visually encapsulates the guy's campaign and qualifications. Both are sickening.
Is this real or a joke? Guiliani has no shame promoting his 9/11 credentials, to the extent that it is hard to discern satire from his real schtick.
