Once upon a time, she testified "I hate Linda Tripp," and she also made it clear that she felt bullied by Ken Starr. She did everything she could to avoid testimony. She understood that she was being forced to take part in a Republican scheme to discredit the best president we've had since JFK.
Now, if you read her Vanity Fair piece, the story is different. You know something sneaky is happening when a writer tries to have it both ways. In the current version, Monica (if she really did do her own writing, which I doubt) would have us believe that an "abuse of power" allegedly occurred because she

I cannot stand
women who play those games -- women who offer themselves sexually and then pretend that the guy is some sort of abusive beast because he took the offer. I truly hate
