The International Brotherhood of Con Artists

A reader named Zolodoco made a wonderfully fun catch. The "mystery bonds" con, discussed in a series of previous posts, links up to an international brotherhood of con artists, working massive scams in various countries. In my imagination, I can picture them meeting at their yearly CONventions, under a banner reading "WELCOME GRIFTERS!"

While researching these conmen, I found a website which may offer some insight into our beloved president. We'll get to that in a moment.

As you will recall, the mystery bonds recently found in Italy came from a cache controlled by a strange Filipino cult leader who styles herself HRM Queen Salvacion Legaspi. She admits that she has lots more of those bonds stashed away somewhere.

Well, it turns out that the "Queen" has a German partner, Dr. Hans Kempe. This page indicates that Kempe may actually be the Queen's husband. Since she claims to be the Messiah, I suppose he must be this century's Mary Magdalene.

I first learned of the linkage between the two via this site, which lists all of the commanders and cavaliers of E.A.I., the European Academy of Infomatisation. (Great spelling!) They claim to be a prestigious international order much like the Knights of Malta -- except for, you know, the fact that the whole thing is bogus. Near as I can tell, Kempe concocted the EAI.

So what else does Dr. Kempe do? He claims to have worked for NASA, to have run hospitals, and to have done enough prestigious and scientific things to fill several lifetimes. Today, he cures cancer using a radical electromagnetic therapy called Genopuls.

It all sounds a bit like a modern version of the old Rife claims: He changes DNA by shooting cells with "frequencies." Although I see no evidence that Kempe has ever published anything, Kempe proudly informs his website visitors that his new therapy has been cited in a scientific article written Dr. Mark J. Neveu.

I checked into this Neveu guy. He got his PhD in Architecture.

Kempe, it turns out, owns or owned two fly-by-night companies in Basel, Switzerland. You may recall that the "mystery bonds" story began with two "Japanese" couriers trying to bring the fake bonds into Switzerland. Something tells me that they were heading for Basel.

Okay, here's where it gets very strange.

Kempe is also partners with a guy in Kenya named "Dr." Humphrey Oborah, another esteemed cavalier at the EAI. Oborah runs a "university" in Kenya called DALC -- the Digital Advisory & Learning Centre, which claims on its website to be associated with Cambridge and Oxford. (See the coat of arms? That proves it!) Until recently, DALC claimed to be an accredited university.

The DALC IS FAKE blog, along with the EDUCON blog, tell a very different story. Apparently, a lot of young Kenyans have been robbed of a lot of money. For more research on DALC, start here.
Parents and Guardians who paid for their children to get valid UK qualifications but were conned of their money by DALC (Digital Advisory and Learning Centre).
DALC(Digital Advisory and Learning Centre) proprietors who rob the poor to build multimillion castles in Nairobi and Kisumu, drive top of the range cars and take exotic holidays at the expense of students’ futures and careers.
So how does all of this tie in to our current president? Well, it doesn't -- not directly. But the following entry from the EDUCON site -- written by a Kenyan, I presume -- may offer some insight into just why things turned out the way they did in American politics in 2008. Consider the following as a psychological profile, and tell me if it does not have the whiff of the familiar:
KENYA is scammers PARADISE

The recent revelations in parliament go to show that if you intend to fleece , scam money of the poor or run a ponzi scheme. You are better off doing that in Kenya. That way, the banks will offer you the best service, politicians will cover your sorry ass and the police will not have a clue.

When your scam becomes too big and the outcry becomes unbearable to the authorities, the central bank will freeze your accounts (even though you will have laundered it by then) and announce that their investigation team is on your case. It will take the authorities in Kenya several years to act on any scam even after the press, public and other organizations lodge complaints.

As a scammer, you will find that Kenyans love shortcuts and things that are way too easy to be genuine. That is why people will hail you as an Educational messiah when you send their children (with a C- average) straight to the 2nd year and claim that the child is gifted and will get a degree in 18 months. Kenyans love for freebies is legendary; you do not need to change your scam. Simply follow the methods the others have used and ask people to plant 1000 and get 10000. You will succeed beyond the wildest imaginations.
Kenya is scammers paradise because politicians will readily endorse your scam. The famous DECI pyramid scheme was endorsed by several politicians, among them Andrew Ligale. Kenya leaders have a tendency to help scammers and this is what makes the Kenyan fraudsters so successful. Just remember to have a picture of you (the fraudster) shaking hands with a prominent politician which will then be displayed everywhere to prove that you are not a cheat.

In closing, Kenyans welcome scammers with open hands. This is just one of our many peculiar habits. They will not question your history, qualifications or motive as long as you make a grand promise. Just like those medicine men who promise to cure all diseases under the sun. This is scammers' paradise as you will find that the people have a very short memory and will quickly forget the wrongs committed and fall for the same trickery over and over again.

Welcome to Kenya, a land where fraudsters, conmen, swindlers, tricksters and other crooks thrive without much interference from the authority.

I have been blogging on the DALC scam for 6 months now and even though people are now more aware and questioning, hundreds more are still getting conned.

The problem is such scams are so wildly successful over and over . We, as a species, do NOT live and learn. Many will fall for Barry's line again. Wherever the part of us that says " yes" to these scams, our brain is not involved in the decision making. It's like we are defying our brain....not a good move
